What is APPGM?
The All-Party Parliamentary Group Malaysia (APPGM) is a bipartisan parliamentary platform approved by the Dewan Rakyat that brings together Members of Parliament from both the government and opposition, along with external partners such as academics, NGOs, professionals, and experts. APPGM serves as a forum for discussions, research, and policy proposals to Parliament and its committees. The chair is typically from the government side, while the deputy chair comes from the opposition, ensuring cross-party collaboration on national development priorities.
The All-Party Parliamentary Group Malaysia on Sustainable Development Goals (APPGM-SDG) was first approved in 2019 and formally re-established in 2023 to advance the United Nations’ 2030 Agenda for Sustainable Development in Malaysia. It focuses on five key SDG themes: social, economic, environmental, governance, and partnerships. APPGM-SDG provides parliamentary leadership on SDG localisation, while its implementation partner, Persatuan Promosi Matlamant Pembangunan Lestari (PPMPL), delivers programmes, research, and community initiatives on the ground. This work is supported by funding from the Ministry of Finance (MoF) and carried out in collaboration with Yayasan Hasanah, strengthening evidence-based policymaking and inclusive, community-driven sustainable development.
APPGM-SDG is guided by a Member of Parliament (MP) committee, which sets the overall direction and decisions for the group. The secretariat, hosted by the Society for the Promotion of the Ministry of Finance (SPMoF) and registered with the Registrar of Societies, manages day-to-day operations, finances, and programme implementation. Each year, the Ministry of Finance allocates funding to support APPGM-SDG’s activities, including forums, studies, and engagements involving MPs and external partners, with all expenditures approved according to official financial procedures.
Financial transparency and accountability are key priorities. APPGM-SDG publishes annual reports that are tabled in Parliament and made publicly available, with accounts audited by external auditors. The organisation also shares regular updates through its website and social media platforms, ensuring the public can follow its work, impact, and activities in advancing the Sustainable Development Goals (SDGs) in Malaysia.
